Consent item: hire the engineers so state water money can actually get into the ground.

Two contracts with Prein & Newhof total $1,361,800 — design and construction engineering for lead service line replacements and for Glenside. Water and sewer funds. Staff say it is already in the budget. No amendment.

Big numbers

The state’s current offer: 59 percent of the eligible package forgiven, the rest a 20-year loan at 2 percent. Lead service lines this year: 100 percent forgiven. Staff put the eligible envelope around $20 million; construction numbers can change after design.

Glenside Phase 3 would hit Glen, Ridge, Lexington, Cumberland, and Beardsley (Wickham to Beardsley) in calendar 2028. Some Glenside pieces only became eligible after the city applied, so extra state money is unknown until after next year’s bids. If that money does not show, Glenside may shrink.

Itemized cost breakdown

Lead lines: up to three years of work, September 2027 through December 2030. Staff estimate up to 1,400 replacements with this funding. Neighborhoods named so far for discussion: Jackson Hill, McLaughlin, Lakeside. Exact addresses come later.

The loan side of the work: staff put about $1.17 water plus $1.03 sewer on the monthly debt-service fees — about $2.20 more on a bill starting FY29 or FY30.

The firm is off a 2019 qualifications list. Staff say they know the system and the state loan program.
